What is the "Safe Pass" programme?

The Safe Pass Programme is a one day Safety Awareness Training programme aimed at all construction site personnel, including new entrants, to ensure that they have the basic knowledge of health and safety.

Why the need for the Safe Pass Programme?

It is important that workers have a basic knowledge of health and safety to make them aware of the inherent dangers on construction sites so that they will not be a risk to themselves or to their co-workers who work alongside them.

A one-day training programme

The health and safety awareness training provided by the Western Management Centre under the SOLAS Safe Pass programme, whilst complying with the provisions of the Safety Health and welfare at Work Act, 2005, the Safety Health and Welfare at Work (General Application) Regulations, 1993 and the Safety, Health and Welfare at Work (Construction) Regulations 1995, must not be seen in any way to relieve employers of their statutory duty to provide information, instruction and other appropriate health and safety awareness training to their employees.

Programme Objectives

The aims of the programme are:

  • Raise the standard of safety awareness in the construction industry
  • Ensure that all site personnel undergo basic health and safety awareness training with the view to making a positive contribution to the prevention of accidents and avoidance of health hazards
  • Maintain a register to personnel who have received such training
  • To provide all participants with a SOLAS Safe Pass registration card, which will indicate that the holder has attended a formal course in health and safety awareness

  • Accident Prevention
  • Health & Hygiene
  • Manual Handling
  • Working at Heights
  • Working with Electricity, Underground and Overhead Services
  • Use of Hand Held Equipment and Tools
  • Personal Protective Equipment
  • Safe Use of Vehicles
  • Noise and Vibrations
  • Excavations and Confined Spaces



  • Must be 16 years old
  • Must have one passport size photograph on the day
  • Must have their PPS number
  • Do not have to be employed in construction or in any employment to complete course

Course Duration

  • One full day and must take place during normal working hours (Day Time)
